Patricia Oliver

Chief Operations Director

Patricia Oliver joined CISLA in 2015, bringing over 20 years of experience in executive-level operations and HR. Patricia oversees CISLA’s operations, human resources, and finances, including its policies, legal compliance, contracts, and vendor relations. She leads initiatives to strengthen employee performance management, engagement, professional development, and positive work culture. Additionally, Patricia supports the Board of Directors and serves as the staff liaison for the Finance and Audit Committees.



Patricia has worked in both the private and nonprofit sectors, focusing on strengthening operations to support business and team performance in the health, education, and communications sectors. Before joining CISLA, Patricia was the Operations Manager at Autism Spectrum Therapies, where she led administrative and client scheduling functions, facility management, and binding special education services oversight. She also has extensive experience in senior operational roles in various organizations, including overseeing administrative functions, financial oversight, facility management, and strategic planning and operations.



Patricia holds an M.S. in Management and Leadership and a B.S. in Business Administration. She is a native Angeleno and a lifelong resident of Los Angeles. Growing up in South LA has fueled her passion for and dedication to CISLA’s mission. She has three adult children and is “Grammy” to Bria Quinn. Patricia enjoys watching classic movies, cooking Creole food, and connecting outdoors with nature.
